Gilfach - Caerphilly - Harry Andrews (Labour) resigned due to ill health. Aged 79, he was a long-serving councillor, first elected in 1967, on the Gelligaer Urban District until its abolition in 1974, the Rhymney Valley District council in (representing Bargoed at first, then Gilfach when the ward was created in 1987) and the Caerphilly County Borough since the move to unitary authorities in 1996. He was leader of the Labour group from 2004 to 2014 and, as such, Leader of the Council from 2004 to 2008 and from 2012 to 2014.
