Risca East - Caerphilly - Rhianon Passmore (Labour Co-op) resigned due to her election as the Assembly Member for Islwyn. She was a councillor since 2004 and served in the Council Cabinet. She was also a candidate for the Welsh Assembly in 2003, for Ceredigion, but lost (with 13% of the vote). In the past, she worked as a teacher and a lecturer.
