There were 22 by-elections for 23 seats during November with 10 seats (43%) changing hands. The results can be summarised by:

12 Independents contested 10 by-elections

Conservatives gained 5 seats, 3 from Liberal Democrats, 1 each from Labour and UKIP whilst losing a seat to Labour
- gained Aberdeenshire UA, Huntley, Strathbogie & Howe of Alford from a Liberal Democrat, 
   a 4 member ward where Conservatives now have 2 seats to 1 each for SNP and an Independent
   Conservative topped the poll in a two seat election with a swing from SNP of 4½% since 2012 and ~2% since 2007
- gained Ashford BC, Aylesford Green from Labour with a majority of 1 over UKIP
  a single member ward won by Ashford Independents in 2003, Liberal Democrat in 2007 and Labour in 2011 and 2015
  swing Labour to Conservative around 5% since both May this year and 2011
- gained Norfolk CC, Watton from UKIP who did not contest the seat but with the Liberal Democrats supported an Independent who is  a District Councillor
   Conservatives won the seat in 2005 and 2009 before losing in 2013 to UKIP 33.5% to 27.5% with the Independent on 23.6%
   the by-election had Conservative on 45.6%, 1.6% ahead of the Independent with Labour and a Green on 5.8% and 4.5% respectively
- gained Surrey CC, Epsom West from a Liberal Democrat in a new seat created in 2013 
  a close 4 way finish with only 34 votes separating Conservative Resident, Liberal Democrat and Labour 
  but with an 8% swing Liberal Democrat to Conservative
- gained Wiltshire UA, Salisbury St Edmund & Milford from a Liberal Democrat 
  on a swing of ~18% since 2013 and ~24% since 2009
- but lost Rochford DC, Rochford to Labour  by a majority of 4
   a 3 member ward where Conservatives won every year, sometimes only narrowly, since 2004 apart from 2014 when Labour gained a seat
   swing Conservative to Labour ~5½% since both May and 2011, when long standing Conservative Councillor was re-elected 
   but ~1¼% Labour to Conservative since 2014

In addition to gaining one seat and losing one seat to the Conservatives, Labour also
- gained Bridgend UA, Ogmore Vale from an Independent
  a single member ward won by Plaid Cymru in 2004 and Labour in 2008
- lost Dorset CC, Rodwell to a Green in a seat won by Labour in 2005 and 2013 and Conservative in 2009 when a Liberal Democrat was close runner-up
  successful Green candidate was Labour Councillor elected in 2005 and came close third behind Labour and Conservative in 2013
  by-election had Green ~5½% majority over Conservative who was ~7½% ahead of Labour in third.

In Gwynedd there were two changes:
- Plaid Cymru gained Llanaelhaearn from Llais Gynedd on a swing of 30% since 2012 
- No Description gained Pwllheli South from Llais Gwynedd in a seat Plaid Cymru was unopposed in 2004
  late Councillor was member of lifeboat crew who won in 2008 and 2012 but llais gwynedd polled only 8.3% in by-election
